  1. Background

Asocijacija Poslovnih Servis Lidera (The Association of Business Service Leaders – ABSL), hereinafter referred to as ABSL, is a leading organization in Bosnia and Herzegovina representing the business services sector, gathering high-profile companies that conduct business in the areas of Shared Services Centre (SSC), Business Process Outsourcing (BPO), Information Technology Outsourcing (ITO), and Research and Development (R&D). ABSL BiH is a distinguished organization dedicated to cultivating a competitive business services industry in Bosnia and Herzegovina.

ABSL, in partnership with RECONOMY Program, aims to develop the business services sector by bridging the skills gap and facilitating labor market matching between job seekers and employers. This Terms of Reference refers to the provision of event management services for the organization of job fairs and/or other similar events in Bosnia and Herzegovina, specifically in the Federation of BiH, Republic of Srpska, and Brčko District.

2.1 Technical Requirements

 

Technical Requirements should consider Terms of Reference for “Event Management Services for Assistance to Asocijacija poslovnih servis lidera (The Association of Business Service Leaders – ABSL) in 3 Job Fairs Organization” and other provisions to this Request.

 

2.2 Language/s:  ENGLISH

  1. Eligibility for participation

3.1 Eligible Applicants

Participation is open to all Event management companies from Bosnia and Herzegovina.

 

  1. Selection Criteria

The eligible applicants meeting the following criteria are invited to submit a proposal:

  • Proven experience of at least 10 years in successfully organizing events including but not limited to venue selection, management, coordination of exhibitors, registration etc);
  • Proven experience at least 10 years in developing marketing materials, visuals and videos;
  • Proven track record of at least 10 years on reporting with emphasize on post event reporting

  1. Application Procedure

5.1 Documents to be submitted: 

Proposals should include the following documents:

  • Cover letter explaining the references and qualifications and why the company is best for the job and confirmation of availability on the requested dates.
  • Registration number (ID number)
  • Technical proposal (as described in ToR)
  • Financial proposal (as described in ToR)

Note: All the above-listed documents are mandatory for submission. If any of these documents are not presented, the proposal will not be qualified for the evaluation process.

Proposals should be submitted to info@absl.ba   by 12 March  2025 COB.

 

  1. Evaluation

Proposals shall be evaluated on the basis of their completeness, compliance, and responsiveness to the Terms of Reference and other provisions of this Request for Proposals.

6.1 Awarding Criteria

Proposals shall be evaluated based on the Best price – Quality ratio criteria as follows:

  1. Quality of Qualification – 70%

B:    Financial offer – 30%

6.2 Evaluation Grid

Saradnja Asocijacije Poslovnih Servis Lidera i Zavoda za zapošljavanje RS u BiH u cilju boljeg zapošljavanja

Asocijacija Poslovnih Servis Lidera (ABSL) i JU Zavod za zapošljavanje Republike Srpske u Bosni i Hercegovini, u partnerstvu sa RECONOMY programom, sarađivaće intenzivnije u cilju obezbjeđivanja što kvalitetnije radne snage za sektor poslovnih servisa i smanjenje nezaposlenosti. U tom cilju  iz Zavoda su najavili izmjene koje će olakšati saradnju u posredovanju između poslodovaca i nezaposlenih.

Na dvodnevnoj radionici 9. i 10. decembra na Jahorini učestvovali su predstavnici ABSL-a, direktor Zavoda, pomoćnici direktora, rukovodioci odjeljenja, filijala i šefovi biroa Zavoda i predstavnici kompanija iz sektora poslovnih servisa, članica ABSL-a. Cilj radionice bio je unaprjeđenje rada i saradnje između sektora poslovnih servisa i predstavnika Zavoda za zapošljavanje, diskusija o potencijalnim strategijama koje će doprinijeti efikasnijem funkcionisanju tržišta rada, razvoju programa i inicijativa koje će podržati zapošljavanje mladih, jačanju aktivnih mjera zapošljavanja i unapređenju usluga za nezaposlena lica.

Prisutnima su se na početku radionice obratili Damjan Škipina, direktor Zavoda za zapošljavanje RS i Nadina Gradaščević, direktorica ABSL-a u Bosni i Hercegovini.

“Postoji niz zakonskih rješenja koja ćemo u narednom periodu mijenjati i niz aktivnosti koje Zavod treba unaprijediti kako bi se približili i svoju funkciju obavljali što bolje u posredovanju između poslodavaca i lica koja se nalaze na našoj evidenciji,” kazao je gospodin Škipina.

“Nastavljamo aktivno raditi sa Zavodima za zapošljavanje u Bosni i Hercegovini s ciljem promoviranja sektora poslovnih servisa, pozicioniranja istog kao ključne grane privrede i u konačnici ekonomske integracije zemalja Zapadnog Balkana,” izjavila je Nadina Gradaščević, direktorica ABSL-a tokom prvog dana radionice.

Iskorištena je prilika da se predstavi Asocijacija poslovnih servis lidera (ABSL) i sektor poslovnih servisa. Kompanije članice: Concentrix, DDC, Manpower Group i Transcom razmatrale su trendove i istraživanja o talentima i prezentovali kompaniju iz sektora poslovnih servisa. Razgovaralo se o ključnim potrebama i izazovima biroa za zapošljavanje i sektora poslovnih servisa, kao i o izazovima u radu, s kojima se suočavaju šefovi biroa i poslodavci iz sektora poslovnih servisa.

“Naš cilj danas bio je predstavljanje veličine i snage sektora poslovnih servisa u našoj zemlji i koji je to zapravo potencijal za zapošljavanje. Ono što je sjajno jeste plodna diskusija između poslodavaca i predstavnika Zavoda i ovo je sjajna početna tačka za stvaranje dugoročnih odnosa,” kazala je Lana Bečirović iz kompanije Manpower.

O snazi BPO sektora i mogućnostima zaposlenja neovisno o geografskoj lociranosti govorila je Aleksandra Gajić iz kompanije Transcom i dodala: “Danas sam ovdje s ciljem osnaživanja naše saradnje sa Zavodima za zapošljavanje, obzirom da smo složni u činjenici da imamo mnogo neiskorištenog potencijala i da je potrebno jačati naše veze i podršku da bi smo mogli dalje rasti i razvijati se kao sektor.”

Predstavljen je i koncept specijalizirane platforme čija će svrha biti stvaranje jedinstvene baze vještina i znanja potrebnih kompanijama iz sektora poslovnih servisa i koja će znatno olakšati komunikaciju između poslodavaca iz sektora i zavoda za zapošljavanje.

Razgovaralo se i o programu „Garancija za mlade“ čijim provođenjem se Zavod obavezuje da će osigurati da mladi dobiju kvalitetnu ponudu za zaposlenje, nastavak obrazovanja, učenje kroz rad ili stažiranje u roku od četiri mjeseca od ulaska u status nezaposlenosti ili napuštanja, odnosno završetka formalnog obrazovanja.

Realizacija radionica podržana je od strane RECONOMY programa. RECONOMY je inkluzivni i zeleni program ekonomskog razvoja Švedske agencije za međunarodnu razvojnu saradnju (Sida), koji implementira HELVETAS Swiss Intercooperation u zemljama Istočnog partnerstva i Zapadnog Balkana.

The first ABSL BiH Business Service Leaders Talk

As a significant result in 2020 and a visible contribution to the development of the business services industry in Bosnia and Herzegovina, ABSL BiH has prepared and published the first Annual Country Report for Bosnia and Herzegovina.

Potential investors, members of ABSL in Bosnia and Herzegovina and other ABSL locations (Poland, Czech Republic, Switzerland, Romania and Latvia), international organizations and employers were introduced to numerous opportunities found within the local market in the form of companies, services, resources and competencies.

Our country’s potential in terms of talent, expertise and market advantages was highlighted throughout the report, with special focus on successful BiH companies within the industry.

The ABSL BiH team is certain that this report will positively affect the perception of the BiH market as an attractive business destination and make a key contribution to the development of this industry in Southeast Europe.

The First ABSL Webinar

In the midst of the COVID-19 situation that has impacted the whole world, we have managed to adapt and to transform the previously planned lecture into a digital format. Together with our colleagues from PwC, on March 31th 2020, we organized the very first ABSL Webinar!

“VAT treatment of professional services in accordance with the Law on VAT in BiH” was the theme of this webinar and it was elaborated by Alisa Šehović, tax consultant working for PricewaterhouseCoopers Tax and Advisory.

Our first digital session, hosted on the Google Hangouts platform, covered several useful and interesting topics, especially relevant for companies working within or cooperating with the BFSI sector. Ms. Šehović sucessfully managed to start an important conversation and offered valuable insights to representatives of 25 companies.

Within the hour long webinar, our lecturer talked about the general and special rules of taxation of services within the VAT system in BiH, taxation of services under the EU Directives, accounting and tax treatment in case of services received from abroad and answered all additional questions posed by the attendees. All of the attendees received the webinar recording and were also encouraged to send any questions they might come accross after reviewing the recording.

In conclusion, the first ABSL Webinar was rated as extremely useful and relevant and we managed to provoke active interest of the present profesionals, who expressed their interest in future similar events and suggested possible future conversation topics, relevant to the sectors within which they operate.

The first constituent meeting of the ABSL BiH Strategic Board was held in Sarajevo

The Association of Business Service Leaders in Bosnia and Herzegovina (ABSL) is the leading organization within the business services sector. It was established primarily to represent the business interests of all domestic companies that offer their services to foreign markets, to assist in expanding the scope of business of these companies within the domestic and foreign markets, to allocate new clients and to improve the business environment and legal framework within this industry.

After many years of successful activity across the territories of Poland, Romania, Latvia, Switzerland and the Czech Republic, the Association formally commenced operations in Bosnia and Herzegovina in 2019.

In these locations across Europe, ABSL represents over 500 leading business service centers with over 700.000 employees, while ABSL BiH currently has 30 members with over 2.500 employees.

The first constituent meeting of the Strategic Board was held on February 27, 2020 at the premises of Sys Company d.o.o. The meeting was attended by the representatives of Deloitte, PriceWaterhouseCoopers, DDC MLS, M + Group, Infobip, DVC Solutions, Alfa Energy, Sys Company, Storsen and the members of the ABSL Management Board.

The Strategic Board will do its best to represent the interests and unify the requirements of ABSL and its members, in order for them to be presented to key partners in governmental and non-governmental organizations as well as to potential association members.

During the first held session, a plan of work for 2020 was presented alongside a recommendation to create a strategy for the period 2020-2025., in accordance with ABSL principles. First ABSL Club activities have also been announced – a BFSI Club Workshop in cooperation with PwC BiH is planned for March, while a HR Club Workshop is planned for April.

ABSL invites all companies that offer business services to foreign markets (IT, design, architectural and accounting services, support and contact centers, etc.) to seize the opportunity and secure their free membership for 2020, to participate and contribute to the creation of the business services industry, and to become an important part of this community in Bosnia and Herzegovina.
